What are the main points of controversy surrounding this issue? The main argument surrounding Proposition 227 is whether or not bilingual programs should be in California schools. Some argue that having bilingual programs does not help the student learn English, but only strengthens his or her native language. It has also been said that test scores supposedly did not improve in bilingual programs. On the other hand, though, people argue that English Immersion programs don't work because younger children have to learn to read and write in their native language in order to understand English. Proposal 227 is a big controversy for students, teachers, parents and administration, as most of them have a different vision of how ELLs should be educated. People in support of Proposition 227 say it gives them more say then in how their children are educated in the public school system. For example, “Parents or guardians may waive the above requirement if they can demonstrate that a child already knows English, has special needs, or would learn English more quickly through an alternative instructional technique.” (Linton, 2007). This gives parents a better sense of control over the education system. Over ten years, it's safe to say the state will pay $50 million a year to provide students with English lessons. All in support also believe that bilingual programs are ineffective and poorly implemented and that Americans should speak English.
