Another suggested solution would be decentralization of Hong Kong, meaning adding a new central business district outside of the current one. This would move the concentrated movement towards the current CBD to another location, relieving both above and below ground congestions. Ideally, this would reduce traffic by almost half in the current CBD, as it would be split into two separate areas. The solution also has other benefits, such as creating new jobs in the newly developed CBD and providing more monetary revenue for the Hong Kong economy. The location chosen to be the new CBD was Shatin. Why Shatin? The MTR has five new projects planned to undertake in the coming years. Of these, the Shatin-Central link and the Guangzhou – Shenzhen – Hong Kong Express are important for the suggested solution. The Shatin to Central link project is divided into two parts: the first will expand the Ma On Shan line from Tai Wai to Hung Hom and connect it to the western railway line, forming the "east-west corridor". The second part of the project involves the connection of the East Rail line, again from Tai Wai to the Admiralty, forming the "North-South Corridor". [1] The East-West Corridor line will be able to interchange with the North-South Corridor lines at Tai Wai and Hung Hom, while also being able to interchange with the Kwun Tong Line at Diamond Hill and the newly developed Ho Man Tin Station. The North-South Corridor Line will be able to interchange with the East-West Corridor Line in Tai Wai and Hung Hom, it will be able to interchange with the Kwun Tong Line in Kowloon Tong, and it will also be able to interchange with the Island Line and the Tsuen Wan Line in Admiralty . . The Guangzhou – Shenzhen – Hong Kong Express will connect Hong Kong to Shenzhen……half of paper……te to, so that even if they have to move, they won't have to travel too far. Furthermore, avoid an excessive increase in the price of houses and encourage workers working in Shatin to move to its residential areas, so that they end up saving much more money in transportation, to compensate for the price of houses. Finally, Shatin already contains a large amount of tourist attractions, which means it already has a large flow of people to the area. This means that turning Shatin into a new CBD would only increase the flow of people and perhaps cause as much, if not more, congestion than already exists in the current CBD. To accommodate this, just as mentioned before, workers would be encouraged to live in Shatin to reduce as much traffic as possible. Furthermore, implementing the IMB in the same way as it has been applied to the current CBD would help reduce congestion.
