The stop, question, and frisk policy is one of the most well-known controversies in New York City in recent years. Since its creation, the ongoing conflict between the New York Police Department and the citizens has never been resolved. Several attempts have been made to prevent the use of this policy, but all have been successful. The main idea of this article is to show how Stop, Question, and Frisk have become a conflict between the New York Police Department and the citizens of New York State. Stop, Question and Frisk was a program created to modify the broken windows theory. This is a term used in the criminal justice system that simply means that if a crime is left alone without the interference of a police officer and law enforcement, the crime rate will continue to rise. Violators will continue to break the law and commit higher class crimes. The idea of Stop and Frisk was to help maintain a better community and prevent small, minor crimes from forming into a more serious one. This was also an idea to provide a practical policing system. It all started with former Mayor Dinkins and Mayor Giuliani putting money into pursuing this policy. Furthermore, the main ideas that a police officer would follow are “Reasonable suspicion” for an arrest, question and search and “Probable cause” for an arrest. An officer should stop, question and search an individual, when he observes that illegal activity “will occur” or “has occurred”, this would be reasonable suspicion. To make an arrest, an officer would have to find probable cause when illegal activity is occurring. However, in the late 1990s, after this policy became official, the crime rate was reduced by 30%.
