In countries that have high academic achievement rates, they recognize that students must be engaged in what they are learning to perform well (Robinson, 2013). As Robinson (2013) states in his conference, “the system must involve them, their curiosity, their individuality and their creativity. This is how you make them learn." To achieve this, the policy must require that classes become smaller so that individual support can be provided to each student. This will invoke a sense of ownership that will help students feel more responsible for own education. Research also supports that fostering relationships between students and school teachers leads to higher attendance rates and greater academic achievement (Colby).,
