Following the I CAN report (2006), this independent intergovernmental review was undertaken by John Bercow (2008) at the request of Alan Johnson, Secretary of State for Children, Schools and childhood. Families (2007), and noted by Mroz (2012) as the largest review of language and communication needs (SLCN) undertaken in England. The review, which assessed the efficiency and effectiveness of provision for SLCN, was facilitated through extensive consultation with both parents and professionals, combined with personal experience and carried forward through discussions and questionnaires. In conjunction with this, support and input has been provided by the Royal College of Speech and Language Therapists (RCSLT) and Write Out (DCSF). The RCSLT (2008) highlights the review as the most significant policy, with a long-term impact on the future of the SLCN. Law & Tamhne (2005) refer to child language delay as the most universal special need.
