In the film, the main character is black and finds a way to save the city. Most white people act stupid. They are willing to do whatever they are told and choose to follow orders without question. The film uses satire to highlight the greed and corruption prevalent in the American political system. The governor and attorney general are the preferred leaders. However, they use the authority they have to make bad decisions. They end up making decisions that harm people instead of protecting them. Corruption is rampant in that society, as leaders use any means possible to gain individual advantage. This is especially the case with the attorney general acknowledging the inadequacies and greed of the governor. He takes advantage of it to get what he wants.
