President Kennedy faced impotence in vital areas of the U.S. foreign policy machine. He was particularly critical of American diplomats' inability to learn different languages. 70% of all new foreign housing officers had no foreign language skills; only three of the forty-four Americans in the embassy in Belgrade spoke Yugoslavian; no Americans in Incipient Delhi could speak Indian dialects; and only two of the nine ambassadors to the Middle East spoke Arabic.
