The health care reform bill was surrounded by a wide range of factors and contained many relevant elements that supported or opposed the bill. This article focuses on examining what the decision-making process may have been and the particular issues related to this specific process in the process of developing and passing the healthcare reform bill. The decision-making aspects involved in the bill development and approval procedure had several constants and variables. At one point, it seemed that the fate of the Democrats was to face failure and the fate of the bill to be superseded due to staunch opposition from the Republicans. Various replacement options were being studied and there were potential possibilities that the bill would be replaced with options related to substantially leveling the bill and establishing that specific plan which would be much smaller in its scope and application, proceeding with a organic form of a bill, or simply suppressing plans associated with health care reform and focusing attention on other forms of issues (Thomas & Chrisney, 2010). Other aspects of the decision-making procedure that were behind the passage of the bill include aspects of the caliber of detail that President Obama used all his efforts and amplified its scope for the passage of the said bill. “Congress” and the “White House” have refused to change their existing decision and have sought to strengthen the case for the existing bill by employing critical decision-making methods and techniques with the goal of paving the way through a complicated form of procedure legislative ( Thomas & Chrisney, 2010 ).
