From my perspective, some of these factors are an extension of existing local realities through the facts discussed in section 3. I will refer to these as “internal factors”. The effect of globalization on these factors is simply due to their worsening (equity, access) or their improvement (quality). Nonetheless, there are other factors that are directly the product of the internationalization strategies used towards globalization, such as linguistic and intercultural skills, economics and brain drain. I will refer to these effects as “external factors”. Once again, since mode 2 is the main Chilean strategy, I will focus my analysis on the impact of external factors, in particular brain drain and briefly the commodification of higher education since these are the main concern in LA (respectively 17 and 12%), according to IHE (2010), and the role they play in the NORTH-SOUTH
