Living in the 21st century, the government has taken the power to spank children out of the hands of their parents. It has become more difficult to deal with children, now the system does not know what to do. A system that was designed to adjudicate, rehabilitate and provide a therapeutic context has lost its responsibilities first to the well-being of the child and then to the well-being of the community. A system designed to deal with teenagers has lost its effectiveness. Now our juvenile delinquents are being transferred to the jurisdiction of adult criminal courts. According to Donna M. Bishop (2003) of the University of Chicago criminal justice system “The transfer of juvenile defendants to criminal courts for adult prosecution has traditionally been justified on the basis that the juvenile court is not equipped to handle two classes of criminals.
