At first glance, the idea of implementing term limits in Congress is appealing. In fact, the idea of term limits was initially discussed by our founders, although it was ultimately decided that it should not be included in the Constitution (Newton-Small, 2010). Reasons for considering term limits have remained consistent since the country's inception, however, and include ensuring legislative turnover, limiting abuse of the power of seniority, and diminishing benefits afforded to incumbent deputies in the electoral process. Interestingly, states that adopted term limits did not see the expected positive results, nor did opponents see the disastrous results that were predicted. Upon further investigation, the case for term limits is strong as long as it is a nationwide initiative to create uniformity and the limits are long enough to increase proficiency in the job and ward off short-term thinking, yet without greater voter involvement. , no reform will resolve current concerns with Congress. There are currently 15 states that have term limits in place for legislators, and among these states, there are seven different versions of term limits (National Conference on State Legislatures, 2009). Differences include how long the limits last and whether they are lifetime limits or simply consecutive terms. The difference in parameters and the fact that no national reform has been approved affect the effectiveness of the restrictions.
