The fundamental foundation for a better future is education. Unfortunately, not everyone is lucky enough to receive an education. Race has always played a determining role in who can receive an education and the quality of education available to certain racial groups. In this article I will explore education policies in America and South Africa, comparing and contrasting education policies based on the history of both countries. I examine policies passed during and after the era of Jim Crow/Apartheid laws and compare how these policies are similar, different, and focus on the educational gains made through the implementation of these policies. Two of the policies that will be discussed in this article are: ➢ Reauthorization of the Elementary and Secondary Education Act of 1965 ➢ 1997 Results-Based Education Approach Two of the questions that support the argument: ➢ Educational policies proposed after segregation further hinder education among blacks? people in the United States and South Africa? ➢ Is it possible to renew old policies regarding the advancement of black education in South Africa and America rather than enacting new policies? The policies and questions mentioned above will also answer crucial factors that play a role in education such as the quality of education among black schools and the resources available in these schools. Education Policy Making in America and South Africa The reauthorization policy of the Elementary and Secondary Education Act of 1965 (ESEA) was implemented in the United States in order to desegregate schools in the 20th century. century following the civil rights movement. Both the United States and South Africa share the same historical context in terms of oppression among blacks. The reauthorization of the Elementary and Secondary Education Act of 1965 and the Results-Based Education Policy were both created to solve educational problems among blacks in the United States and South Africa. Although the education policies mentioned above had different goals, implemented in different countries, both policies had the same goal, to lift blacks out of poverty. Based on cross-examination of ESEA and OBE, I concluded that both education policies failed to achieve their objectives.
